Inclusion of Latin American, African, Asian states must be at core of UNSC reform

MOSCOW, September 23. /TASS/. Moscow believes that the reform of the UN Security Council should be based on greater representation of countries from Latin America, Africa and Asia, Director of the Russian Foreign Ministry’s Department of International Organizations Kirill Logvinov said in an interview with TASS.

Asked about the current situation regarding UN Security Council reform, the Russian diplomat stated that "the process of seeking a universal reform formula, which meets the expectations of the majority of member states, is underway."

"We believe that the solution stems from the expansion of the representation of countries from the Global Majority in the Council, particularly countries from Latin America, Africa and Asia, with some of them potentially being granted permanent membership," he said speaking ahead of the Russian delegation’s visit to the UN General Assembly.

However, Logvinov added that the outcome of such a process "can be achieved only via the consensus reached by all UN member states."

In this regard, the Russian diplomat pointed out that in the search for a universal formula for resolving the issue of UN Security Council reform, "we need to act carefully, step by step moving closer to narrowing differences and finding common ground."

"An appropriate format of intergovernmental negotiations still remains an effective platform. There are numerous options on the table but so far none has received the widest possible support," the Russian diplomat concluded.

The headquarters of the global organization in New York City is hosting the General Debate of the 81st Session of the UN General Assembly (UNGA) with the participation of heads of state and government, as well as foreign ministers, on September 22-26 and September 28. The Russian delegation is led by Foreign Minister Sergey Lavrov.
