Casar to call for US to lead AI diplomacy

Rep. Greg Casar (D-Texas) is expected to call Tuesday for the U.S. to lead in artificial intelligence diplomacy, saying the country must end the AI arms race, not try to win it, according to remarks shared first with POLITICO.

Casar, who has emerged as a leading progressive voice advocating for a pause in the development of advanced AI, is expected to say that developing international agreements to stop the creation of dangerous AI models should be “one of the primary goals of American foreign policy today.”

His speech will be delivered at the Pro-Human Assembly in Washington, a coalition advocating to keep humans in charge of AI, where he is scheduled to speak alongside former Anthropic researcher Jacob Coxon, Sen. Bernie Sanders (I-Vt.) and former White House adviser Steve Bannon.

His remarks follow rising concerns from lawmakers about the risky technology after three top executives at leading AI labs called for a slowdown and top researchers warned the technology could cause the extinction of humanity.

“Far too many people seem to be trying to try to win a race where millions if not billions of lives could be lost at the finish line,” Casar is set to say. “No one can win the AI arms race. Our goal must be to end the AI arms race.”

President Donald Trump has said he supports rapid AI development, citing fears that China could gain technological supremacy if the U.S. slows its AI advancements. On social media Monday, Trump poured cold water on additional government regulation writing, “The only control or ‘guardrails’ that AI needs is a STRONG AND SMART (High IQ!) PRESIDENT, and the U.S.A. has that, in spades.”

Trump is set to meet with Chinese President Xi Jinping later this month. He has said that AI will be on the agenda.

Casar will also say that “laying the groundwork for international agreement” should be America’s “top priority” when the United Nations General Assembly meets next week.

The progressive lawmaker announced plans earlier this month to introduce a bill with Sanders to pause the development of advanced AI until a government vetting regime can be put in place. It would also ban superintelligence, a type of highly sophisticated AI that far surpasses humans’ cognitive abilities.

Rep. Yassamin Ansari (D-Ariz.) has also pushed the Trump administration to lead an international push for global AI rules.
