Amazon is allocating $1 billion over the next five years to support local communities hosting its data centers as the tech sector faces growing backlash from consumers and politicians over the massive buildout of these facilities.

According to a blog post published Friday by Matt Garman, Amazon’s CEO of its cloud computing arm, the corporate giant has already spent more than $1 billion into municipalities with a heavy data center presence over the past three years. The additional investment will fund education, job training, water preservation projects, and other local priorities

Garman also said that Amazon is abandoning nondisclosure agreements with government agencies on its local projects and hosting public open houses to explain its operations. He further warned against what he characterized as misinformation surrounding data centers’ impact on electricity rates and the environment, pointing to more than 100 moratoriums being weighed across the country.

“If these measures are enacted, the U.S. could be writing its own losing ticket to this race, and the consequences would last generations,” he wrote. “As a country, we can’t afford to find ourselves in that position. There is urgency to this data center build out because we aren’t the only country that sees the benefits of AI for the economy and national security.”

The investment plan arrives as data centers—which provide essential power for artificial intelligence and cloud networks—become a friction point heading into the midterm elections while tech firms scramble to expand their physical infrastructure.

Amazon stated in July that it now foresees spending $220 billion in capital expenditures in 2026, including on data centers and technology assets, raising its earlier forecast of $200 billion.

Although President Donald Trump has promoted the construction of additional data centers, public concern is growing. About six in ten Americans favor capping the number of new data centers that can be built, a position held by a majority of both Democrats and Republicans.

Additionally, a majority of Americans express being “extremely” or “very” concerned regarding how data centers could influence local water supplies and electricity prices in host communities.
