The FBI has distributed a classified report to its workforce detailing instances “where this institution fell short,” according to an internal message obtained on Friday.

While the specific historical events chronicled in the new “Patel Report” remain undisclosed, the review aligns with Director Kash Patel’s persistent criticism of former leadership and his efforts to remove personnel he claims politicized the bureau. His critics, by contrast, charge Patel himself with politicizing the agency.

Despite promising during his confirmation hearing last year that he would not look “backward,” Patel has promoted inquiries into past senior officials and driven multiple waves of dismissals.

Those ousted include staff involved in previous investigations of President Donald Trump, agents photographed taking a knee at a 2020 racial justice demonstration, and contributors to a controversial analytical memo on Catholic extremism.

“The Patel Report looks backward because accountability demands it,” reads a staff memo signed by the FBI’s co-deputy directors, Christopher Raia and Andrew Bailey.

They framed the document as representing the “closing of one chapter in our history and the beginning of another complete with a brighter future ahead.”

Bailey submitted his resignation earlier this week, with Friday serving as his final day.

The FBI declined to offer comment on the report.

The internal message continues, “We cannot change what happened before we arrived. But we can confront it honestly. We can recognize failures instead of protecting them. We can hold people accountable. We can fix what was broken. And we can build safeguards strong enough to ensure the mistakes of the past are never allowed to define this institution again. These steps are consistent with any institution of excellence that is constantly striving for improvement.”

It remains uncertain whether the document offers formal recommendations or mandates specific remedies for past failings.

The bureau’s message explains that the report is designed to “promote fierce organizational accountability” and restore “public trust.”

Opponents argue, however, that public trust in the nation’s leading federal law enforcement agency has been severely damaged under Patel. They cite politically driven investigations into perceived adversaries of Trump alongside retaliatory measures against agents assigned to past probes involving the Republican president.
