With the rising strategic significance of energy, especially due to the need to support China’s artificial intelligence (AI) development, members of the Communist Party’s 20th Central Committee with energy backgrounds – the country’s “movers and shakers” in this strategic sector – merit closer attention.
Among them are former or current power-company executives, petroleum managers, nuclear-safety officials and specialists in water administration. Many built their expertise over decades, establishing themselves as energy technocrats before taking on responsibilities beyond their original industries. Their biographies reveal a recurring route into political leadership – deep specialisation first and diversification of political experience later, highlighting the growing presence and power of this leadership cohort.
More experience, greater representation
Our data set identifies 34 energy sector members, including 21 full members and 13 alternates. They account for 10.2 per cent of the 205 full members, 7.6 per cent of the 171 alternates and 9 per cent of the combined membership. Three of them were elected to the Politburo in October 2022, representing 12.5 per cent of its 24 members. As of this year, their median ages are 64 among full members and 60 among alternates.
By October 2022, 29 of the 34 had at least 10 years of energy experience. This included 16 of the 21 full members. Nineteen had careers spanning 20 years or more.
